For now, focus on your current range and practice like CRAZY on the notes in your 'comfort range' (or, the notes your voice is MOST comfortable singing) Try not to sing the E for a month or so, then- gradually- try for the E flat and eventually the E.

everyone can increase their range it just takes time and effort. the people who say you cannot, are spreading rediculous rumours because they were never able to sing properly. now it depends what range you want to increase, whether that be your head voice, falsetto or chest-sounding voice. The falsetto is the soft sounding 'craig david' high sound, head voice is the operatic woman sound, and chest voice, well that's the normal talking sound. assuming, like most people you want a high chest sound, like mariah carey, whitney houston types of people! the best way to do it is to do lip rolls, humming, buzzing exercising... anything that DOES NOT cause the neck muscles to tense! muscles SHOULD NOT be involved in singing, except maybe the consanants, but all vowels, should be pure sounding with no interruption from muscles. The best way to do this, is to take some time off from singing, and focus entirely on changing your technique and do vocal exercises. this may take some time since you may have bad technique, doing these lip rolls, and buzzes helps to increase the range, by stopping the muscles from interfering with the vocal prodcuction. and a caution on vocal teachers. the problem with vocal teachers is many of them have terrible ranges, and cannot sing very high or very low. if you choose a teacher, make sure you find one that has a good range, because obviously they know how to unlock the voice to get the full potential.

If his voice has not changed, he should be able to sing a lot higher than D. If his voice has changed, he will need to sing in his falsetto. A boys falsetto is his *girly* voice. You need to support with a deep breath and "think" high. It does take practice, I use a lot of visuals for my students, what ever works, singing "over the rainbow", like a bird, like a girl (soprano) You must relax and not push or you will only damage your vocal cords.

First of all, it fepends on how old you are. If he's younger, his voice most likely isn't changed yet and I wouldn't do anything. DO NOT strain to hit notes that are not comfortable for you to sing. Your voice is changing and you need to wait for it to be done. But do NOT do it alone. you need a professional to help. Can't you join the school chorus? Every school has one, no matter how horrible they sound it's a requirement. If you can't join, maybe talk to the music director at your school, and they can give you more suggestions.

Practice practice practice.
You can't find any choirs at all to join? (Try a church, they will often let you sing even if you aren't a member. Yes, it will all be religious, but you will still get vocal training!)
Generally, you will warm up doing the range you have - then "stretch" yourself to higher and lower than you can readily reach. Usually on just vowels (no need to try and sing words.)
Hope that helps!

I can tell you from my own experience that it will come. When I was a teenager I thought middle "C" was high! Now I can, and do, sing up to the "A" above that.
Be patient! Singing in a choir would be great, and lessons even better. Maybe there is someone who would help him for free. A local church musician, maybe?

listen to music 24/7 and try to emulate the voices of your favorite singers...after lots and lots of practice you might increase your vocal range...or you can take vocal lessons at a music school

Singing progressive scales daily will increase your range. Here are some links:

Do deep (diaphramatic) breathing exercises and meditate to relax. Permit yourself to "vocalize" as you inhale and exhale, listening to the changes as you tighten or relax abdomenal muscles. Proper posture is imperative. Be sure to stand tall. Good luck!
