I heard of a person who came and decided they wanted to go home so turned themselves in to get the plane ticket. They were told it was only 'voluntary' if they pay their own way, otherwise they are banned for 10 years for being deported.

Yes, once a year a man I know calls the INS for the Mexican who works for him so he can get a free plane ticket home. In about two weeks or so he is back picking up chickens. Our government has it figured out I think.
