It keeps making noises and stuff keeps coming out of her nose.

You can call the vet for advice, but I wouldn't take it away from the mother this soon. She may end up rejecting it later anyway if you do. I know it's sad, but some animals just aren't meant to make it. It's nature's way.
It may just be amniotic fluid that hasn't cleared out yet. Let mom take care of the puppy, and hopefully everything will work out. Depending on what noises it's making, that may be what's happening. The same way babies have to cry when born to clear out the lungs.
If it is something congenital wrong with the puppy it is better not to prolong it's suffering, and it will just confuse the mother if you take it away from her and it dies somewhere else.

Don't mean to sound mean but let it die. Leave it with ma till then or till she pushes it away. If you do nurse it and get it by it most likely will only be later that it dies. If you take it she may not want to lay and nurse the others for a bit.
