Good for taking pictures of people, bicycles, and scenery? The occasional sunset or sunrise?

You could get a used one or older model for that amount...the drawback would be that the largest print size that would look good would be about 8x10...but if your ok with that then seek out older models (5 mb or so would be decent), and stick with known brands (canon, nikon, sony)

Under $50 is hard to get something worthwhile. At this site there is one for under $100 that is 5.1mp, to go below that in mega pixels I don't think you will be happy with your results.

When you get there, scroll down to camera deals at Amazon. On the right side you will see shop by category and click on the cameras/ point and shoot to find the lower end cameras that met the criteria of being worth the money to a photographer.

There are also film cameras which tend to be a bit lower in price than digital (unless they are high end super equipment) so you might consider that if you don't mind messing with developing.

The bottom line is that you can take pictures with any camera, knowing how to make it come out the way you want it to is the trick. You will also find tips and tricks for photography on that site and at this blog

I am sure you can get a digicam for $50 if you look around but the quality of the photos might not be up to what you want, especially the "occasional sunset or sunrise" as you mention.
Remember the principle - You get what you pay for.
