a background check by name and date of birth only can come up with false positives. There really isn't anything you can do about it. The only way to be certain is to do a background check with your fingerprints. This will only give the name and alias' associated with that set of prints

if it was found because you were going for a job, you have a right to a copy of the report and to dispute anything in the report. Contact the company and as for a copy and for the contact information of the company who ran it. remember you are LEGALLY entitled to a copy and to dispute it under FCRA Fair Credit Reporting Act.

yes, it means someone using your name and social security number was arrested and charged with a crime.
so you have to hire an attorney and file a motion with the court where the record is from, to have it removed.
