Many cars are now equipped with extremely bright headlights from the factory these days. Many drivers assume I have my high beams on when they are not, and give me a "courtesy flash" in case I have forgotten. Some drivers will maintain their bright lights after I flash back. This is most noticeable around 10PM or later. I would assume these drivers are impaired in some way because they would know not to look directly into the light. These people I would not bother to dim my lights for as they are apparently too stupid to operate a motor vehicle properly and would best serve mankind by driving into a utility pole.
I would consider not consuming any alcohol or doing any sort or drugs before driving. This would increase your chance of being mesmerized by the bright light coming at you.
One other way I try to alert other drivers is if I see the lights of their car around a bend in the road, I flash my lights and dim them. This should let them know my lights are dimmed and I am expecting the same courtesy. Otherwise... into the pole with you.

Unless you first see the car as you negotiate a bend, the strength of the light should be noticeable when you first see it. Try to look to the nearside, slow down if needed.

DO NOT look directly at the lights coming towards you.

DO NOT be tempted to retaliate by blinding the oncoming driver with your lights. He will not be prepared for that and could lose control. You do not want to be in a head-on crash!

look to your left away from the dazzle, its not that people cant see, some cars have extra powerful lights, I'm a cab driver and get this all the time, if its full headlights, turn yours on, for just a second,(don't keep them on) otherwise, glance to your left and just drive (thats in the UK)

Flash my highbeams and if that doesn't work put my sunglasses on and hit the switch for the overhead lights on my truck that have one million candlepower. This lights up the entire road like daylight and will cause the other moron to crash into a ditch.

Don't look directly at the lights, but concentrate on your side of the road, because you can bet your life that when you are not concentrating that is when a cyclist or pedestrian will be in the shadows.

The correct advice is contained in the highway code, slow down, be prepared to stop.

Additionally I always tend to glance towards my nearside kerb so that I don't get blinded in the first place.
