You CAN but it is not recommended. First reason being the case of a chemical reaction. If you take medicine or have hard water, it can react with the hair colour you are using. Also, you wont get a true colour because you are making your hair colour work too hard. Hair colour in the 80's used to have SO MUCH ammonia that it could blast through anything (dirt, oil, styling products) but now, hair colour usually has a fairly low ammonia content. Another reason to colour on clean damp hair is the "damp sponge theory." A sponge will pick up more water if it is slightly damp, then a bone dry one. Same with hair. Your hair will soak in MORE colour if it is slightly damp than if it was dry. The best thing to do before you colour is to cleanse the hair with a clairfying shampoo and condition with a protein conditioner. Hair colour attaches to protein (amino acid Tyroseine). The more protein in your hair, the longer your colour will last and the more vibrant the tone.
And lastly, you wouldn't put makeup on a dirty face, so why colour a dirty head?

the bast time to dye your hair is when it is slightly dirty but there cant be hair spray or mousse or any products in your hair.. but if so wash your hair and wait a day until you dye your hair.. but with your hair dirty it helps make the color stick and preventing it from frying

You should NOT dye your hair squeaky clean, it even says so on the box. I usually let it go one to two days before I color
