Xara is a good package- you have to use the import button, simply import a jpeg from a file and then you can add text to it etc, then export it back to your folder and save.

Paint shop pro 7 is good for effects but not so good for text- can go a bit blurry if you save it as a gif instead of a jpeg.

Remember jpeg is for photos and gif is for graphics, so if your image does not have too many tonal variations and is solid colour, saving as a gif is better.

Well, I'd say photoshop or Illustrator, but they both cost a lot. I supposed there are some cheap design programs out there, but I'm not familiar with them. If you need a logo, drop me a line and I'll come up with something for you. I do it for a living.

In my opinion, no program is better to use than Macromedia Fireworks for these types of projects...it creates the best JPG and GIF files and compresses them to the smallest size without significant loss of quality...good luck...
