You could go to spain. There are a ton of spanish women in spain.

Spanish women do not like blacks. Hispanic women who have black in them and American Indian may feel differently.
However, if you learn perfect Spanish, and not the hispanic versions, you may have a chance with some Spanish girl, because this is really important. Nevertheless, the Spanish usually do not date or marry black.

It really kind of sucks that you live in Maryland because there is not an abundance of Latina women there. See, i live in Arizona, where it is rare to find anyone but a Latina woman... Good luck in your quest to find Latinas!!
