I heard that when the Federal Income tax was first created in 1913, there was a quote (from someone in the Government) saying something along the lines of "we'll never be able to spend all these taxes". Can anyone confirm this with a source? Thanks.

I believe that the Federal Income Tax was instituted during World War I, to pay for the war.

Obviously, whoever said that the government could "never be able to spend all these taxes" had no idea what politicians can do with someone else's money.

Yes, that was Charles E. Gaylord. He ran for President on an independent ticket. However he never held office, he was very much against taxation on a Federal, State & local level..he felt that taxes should be collected in a National sales tax that would insure privacy of the people. He hated that fact that the people would have to send forms etc..to the government to show their income...he felt this was a matter of privacy

It would be difficult to disprove that such a statement was made. However most histories of US taxation do not mention the statement. Here are a couple of brief history lessons on US income tax.
