I think you can make the moves on anybody you want. Your dad might not like it but oh well. The repairman might think you're worth it. I've been hit on many times by women when I'm working at thier home. I'm thinking the Columbian guy will like it. =)

He's a full time employee of your father? Or did your dad just hire him to fix the drain that day?
I would advise against dating the hired help.
If you did date and the relationship went sour it would be awkward for him to keep working with your dad.
