Well I'm not a guru but I workout myself at a local gym in preperation to becoming a fireman. I also have read tons of literature on fat loss muscle gain and building a better looking body in general.
From what I've seen in your question if you have a little extra fat on your chest then you probbaly have extra fat everywhere else as well. Unfortunatley there is no way to spot target fat loss as much as you might here its possible. What I can reccomend for someone working out at home is to do the basics pushups, dips on a chair or bed, body weight squats, some kind of vertical press via dumbbells or barbell. Now what you should see is that your arms are some of the smallest muscles on your body.
I strongly advocate doing major compund movements to improve total body look. Google deadlifts, squats, back rows, military press, bench press. All can be easily done at home with basic free weights, and you may be wondering well I asked about my chest and arms and here you tell me about those movements ive never heard of. Well the truth is if you legs, back and chest are stronger your arms will grow! Amazing right? As for not gaining bulk that is only achived with a diet in a surplus of calories. Stop drinking soda and eat a more balanced cleaner diet and doing those bench presses and other compound movements and you Will start burning more fat along with a better diet giving your body a more cut look without even gaining a pound!
Now I'm sorry it was so long but this is the honest to goodness truth on how to achieve your goal. Not some get an amazing chest in 1 workout answer which will never ever work. If you have any questions or further info email me.

The way you add strength without bulk is light weights with lots of reps. I have wimpy muscles, so I usually use 5-8 lbs weights and do 3-5 sets of 15 reps. If youre a guy, try starting with 10 lbs and go from there. You need to work your biceps (bicep curls), triceps (skull crushers), shoulders (overhead press), and chest (chest press).

As many pushups as you can do. Do a few hundred a day and you will get the results you want. it sounds like a lot, but break it up over the day and any time you get a second (commercial break) do 30 pushups. Without going to the gym, thats your best option.

Standard pushups, pullups, and wrist curls (assuming you have a couple of dumbbells at home) are great for arm strength. But, I think you'll be most thankful for getting a head start with dynamic flexibility exercises (legs, hips, back, arms) to improve your range of motion and to get all of your joints into shape. Hey, good for you. Go for it!

Don't work with heavy weights and do has many reps has you can. Plan your work out and add Little weight after a few work outs.
