There's a difference between wont talk, and afraid to talk.
Figure out which it is.
Think of it this way, if she's going to like you then you really can't say the wrong thing, if she isn't then nothing you say will change that. What do you have to lose?

what u should do is just leave her alone. that is if you are cute. you have to let her realize what she is missing out on. if you are the type that looks at her all of the time then she may be using this as taking advantage of you. you have to realize that everyone that you like won't like you back. there is a chance that she may like you but she may be shy. another piece of advice is when you see her, try to talk her. she may be waiting on you to make a move. you never know.
