Of course. The herbicide runs off with rain water into streams and waterways, killing plants along the way. Eventually it will break down into other components which may poison animals and kill fish.

It has to be removed from water supplies.

In some places, use of herbicides is carefully controlled. Most golf courses are now designed to have water hazards that collect the run off from watering the fairways and allow it to break down before it makes it to other waterways.
