There isn't much you can really do at the city hall, BUT afterwards, you can have a great dinner/lunch at a great resturaunt, then have a very special day or 2 at a very quaint bed and breakfast.
IT's YOUR LOVE that makes it the most SPECIAL!!

Find a little wedding chapel near the city hall building, bring flowers, dress for a wedding.

You could still buy a pretty little white dress and he could wear a nice button down collared shirt with slacks. Or heck you could even just buy those cute little bride and groom t-shirts. You could still even carry a bouquet and buy a really cheap veil or make one. You could even have your best friends there to witness and be your maid of honor and best man. You could even maybe try to get married on the same day as one of your parents or grandparents and wear something that beloged to one of them. I would even still go with the old traditional saying "Something old, something new, something borrowed, and something blue." You could even write just married on your car. That'd be fun! You of course have to make it special invite the write the people and get some food around and drinks and a lil music.
