Photoshop would be your ideal software but it isn't cheap (£450)

You could also do them on QuarkXpress which is cheaper.

Almost any kind of word processing application can be use to do this. You only need to know how to use it to change fonts, import graphics, etc.

Microsoft Word, for example can do this.

There are LOTS of specially designed software that gives a designer more control over the results. I know this because I have about three thousand dollars worth installed in my systems. For me, the cost is worth it, and my knowlegable clientel knows the difference between a professional job and a piece done by an amateur.

But for most purposes, the flyer done on a regular word processor gets the message out, and that sounds like that is all you need.

It depends on how sophisticated you want your flyers to be. If it is just something simple with mostly text and maybe one or two graphics, then a word processor like Microsoft Word will do. If you don't have this and you are not willing to shell out £300 on it, then an excellent free alternative is Openoffice http://www.openoffice.org . It's a big download though, so if you don't have broadband, you might want to get someone else to download it for you. It can do everything Word can.
If it is something very sophisticated with lots of pictures, Adobe Photoshop could be more suitable. This however, is also expensive (about £100). A free alternative is GIMP http://www.gimp.org/windows/ .

Probably the easiest option would be a freeware program called PaintdotNet. It uses layers like Photoshop, which makes the design process easier. It has a text tool for your writing.
The Gimp is free and like Photoshop 7; but more difficult to learn. You can get the manual from Amazon.
And the Open Office Suite has a desktop publishing program (dtp) included - make sure you also download the manuals.

If you want something free try gimp which is free or get a shareware version of photoshop, paintshop pro, illustrator
Ideally you would want to get a dtp package that way once you learned how to use it you would have more control. but if you have no experience use a graphics package for printing out remember to convert the image to cymk color .
