Answerring machines are different than voice mail. Most likely their machine is set for four rings and has a message on it already, changing the default setting to two rings until the message(s) are heard. This was done back in the day that people would call in to their machine from pay phones. If the machine went to three or four rings, they would hang up and get their coin(s) back. If it went to the message after only two rings, they would then hit their code to receive the message(s).

1) That their answering machine is set to pick up after 2 rings.
2) Due to "lag" in the phone line, you missed the 1st two rings, and it really picked up on the 4th.
3) For cell phones, the called party can usually press a button to send you straight to voicemail. So if this was the case, the person didn't want to talk to you and sent you to voicemail instead.

most likely, they are monitoring their phone calls. They let the answering machine pick up the calls and if they want to talk to the caller, they pick up the phone. I've been known to do this when I want peace and quiet.
PS, I've also turned the volume down on the answering machine so that I don't even know who's called until I want to get my messages.

It could be they set the phone to pick up after 3 rings. You do not always hear the first ring on the telephone when you dial.

It means they want to know who it is before they pick up the phone. My grandma has that. Its really good because telemarketers dont leave messages niether do crank callers.
