No. You are entrusting your life to someone. You have the right to ask a question how long he has been driving and what his credentials are. I think asking this question has more to do with HOW you say it. A question should be asked nicely and not while the driver is in the middle of some difficult maneuvers.
If you are shopping around for drivers, I would think you would do this in advance over the phone. It would be rude of you to hold up other passengers or traffic by asking such things. If you are getting on a public bus or a train, you should have some confidence that the municipality has sufficiently screened its employees. If we are talking about a private driver or a small company then I would be a little more aggressive in my questioning.

It depends on what type of driver you are talking about. A cab driver is ok if you are in conversation with him/her? But say something like "So how long have you been driving for this company? " then follow up with questions like "Do you like it?" "What are your usual hours?" But if you are in your friends car, who cares if it is rude, they are your friends they will get over it!

If its before the drive then.. no. Not to me.
If its after the drive then they might look at it as if your saying they were driving crazy and you wanna know how much experience they had.

Only if you mean it derogatory. Like, "jesus christ man, how long you been driving?" If your just trying to get to know them better, say so and that it has nothing to do with their driving.
