Cheapest that I know of is the Tatami Hampton, I stayed there many times, not too bad, well located and clean, but rooms are very very very (I insist) small.

Other than that, there are many guesthouses, and also a few youth hostels but neither in Kowloon nor HK. The one I am familiar with is on Lantau island, in a beautiful setting, not far from the Giant Buddha and the monastery, and great beaches...

I would try the YMCA it is very nice in Hong Kong and has a geogous view over the water. I stayed there and I really don't think it was expensive. It's not your typical YMCA and easily accessable to a lot of things you can walk to.

on nathan road in the arcade building,you will see abig sign advertizing rooms on the 16th floor
