Oh you can propose! It doesn't matter at all if she is on her period or not. This may sound corny or whatever, but you two will be connecting on a totally different level, so it will be very special either way. Congrats!

Why wouldn't you be able to propose to her on her period? That shouldn't matter.

Of course you can. What difference does her period make? Yes you can even have sex if she will. Many girls won't during their period because they feel less than clean and it is somewhat embarrassing for them so you should probably wait a week.
