Federal Government transfer payments?

They collect most of the taxes but aren't responsible for all issues. So they give provinces transfer payments for things like health spending, or highway building or whatever they feel like that day. Especially to provinces with less revenues.

Personal transfers? I think you mean the same thing. Are you talking in relation to Federal Budgets??? Government collects taxes from all of us, rich and poor - they give some back to the poor.
