No, I'd expect a serial liar to say that he almost always tells the truth thus giving himself even more credibility than claiming to be a perfect truth-teller.

The existence of God is still debatable and if you are an atheist, who cares? But if you at the crossroads, a doubting Thomas, and wish to pose this question in order to glean a response that could take you closer to the threshold of catharsis or whatever, then my answer would be: "It is not God who claims he cannot lie; but man who has no faith in God."
