If I'm on a land line I'll wait for the cell phone to call me back. If I am on a cell calling a land line, I'll call back when I'm in a place with a strong enough signal. If I'm talking to another cell I'll just keep trying back every 30 seconds or so. If I am unable to reach them after 2 or 3 tries I'll leave a message on their voice mail.

You either make a decision to always be the one who calls back or always be the one who waits for the call, that way there is less chance of you both getting busy signals. If you get a busy signal though, hang up for about 30 seconds, then try again, if you still have a busy signal, his line probably has not come back up yet, leave it be.

That's funny, I think it happens to everyone. I don't think there's any set etiquette on it, both people just kinda try the other back or wait a minute or so, as the spirit moves them.
I had this one friend who used to talk my ear off. She had an hour drive home, and she'd talk to me the whole way on her phone (with a head-set, of course) just because she was bored. I always had a hard time getting her off the phone.
Anyway, she had no reception at her house, so for me it was always a relief when her phone finally dropped me, and then I could get on with my evening. That made crummy reception a good thing. ;-)

I go by the rule that if I know whose phone dropped the call, then that person calls back. Like if somebody is driving through a tunnel or over hills and the call is dropped, then they should call back when the coast is clear. If you can't tell who's phone dropped the call, wait a few minutes then call. I would say whoever was talking last call back.

I would say it depends on the conversation, if it isn't too important then just wait. If it is important then call back. If you get the voice mail leave a message and wait. Pretty much all you can do.

The person who called in the first place should call back. If a few minutes pass (anywhere between 5 and10) and they haven't called back, then you return the call.

not if you are finished with the discussion- or you have some place/thing you need to do. you can initiate the goodbye, but make sure you have finished discussing the intention of the call. if you dont have time to chit chat, just let the person know you will call again soon to talk more, but that at the moment you time is limited do to prior responsibilities.
