Vegas works well also. It's a bit more advanced than Movie Maker and slightly more difficult to learn, but much more powerful.

Assuming that you are running Windows XP, you should have Movie Maker on your PC. Go to All Programs > Accessories > Movie Maker to start it.
Import the clip you want to edit
Drag it down to the timeline at the bottom of the screen
Cut and rearrange the clip(s) as needed
When done, do a Save the Movie to create your new video file
...if you win an Oscar for it, I want 10% as your agent

Movie Maker is free, Vegas is very expensive.
Try Movie Maker for a strat. If it does not support the files you want to process. Try AVS Video Converter: http://www.best-video-converter.com/avs-video-converter.html
AVS Video Converter supports almost all video formats and allows to cut parts from video.
