16oz tubs of margarine aren't 16 oz any more?

they are 15oz.Is that a Walmart thing (to give tou a sence of a lower
price) or is it system wide?

It happens a lot. The packaging stays the same, but the contents decrease. It happens all over. Look at all the one pound coffee cans that now hold only 12 or 13 ounces, or how many ice cream 'half gallons' are now less than that. It is a way for the companies to 'sneak' a price increase past their customers.
