If you are talking about an innate knowledge of doing right and wrong the answer is that not everyone does. Certain mental illness lack the characteristic, people with damaged brain function because of an injury etc. Perhaps you need do define "conscience."

We all have a conscience but we do not all have a well formed conscience. We are not born with a conscience. A conscience is built over time. A conscience is a lot like a computer. What we feed into it determines its ability to provide correct answers. If our conscience is formed upon the truth as revealed by God, then it is capable of producing reliable moral decisions. If our conscience is formed by the pagan standards of society, then it is not capable of providing valid moral decisions. Garbage in, garbage out. That's why some people can fly airplanes into buildings without violating their own conscience. Their conscience has been built on garbage.

If human beings did not have some semblance of a conscience, then we would be unable to live together in any kind of a social construct. Why?

If we did not have a conscience, then we would be unable to consider the "other." Our sole consideration would be our "self." Consequently, trying to create a society would be impossible. With everyone only concerned with their needs, society would be total anarchy. Each fighting the other for what we believe we need. "Cooperation, understanding, and compassion" would be words unknown in our language.

In a clinical sense, those without conscience are psychopathic. Knowing that fact alone, I'm sure you can see why, as human beings living within society, we all need to have a conscience.

I believe our conscience is secular referance to the Holy Spirit and is a method that God uses talks to us. As we grow in our faith we become more aware of right from wrong. Our conscience reminds us of the truth that we already know.

The LORD GOD created man with freewill, the ability to consider, to decide and then to choose. Following that Adam ate the fruit of the tree of knowledge of good and evil. We know good from bad. It should give us some pangs of conscience if we deliberately go the evil way.

Our conscience is simply our sense of right and wrong. If we had none, we would see nothing wrong with stealing, murdering, etc. People who steal, cheat, lie, murder, etc. know that those things are wrong, they go against their conscience.
In some people profit, personal gain, pleasure, and other similar things come before the sense of right and wrong.

We don't. We are simply born with an instinct to survive. Conscience is cultivated by advanced training of our instinct. Our parents, teachers, preachers, etc are the ones who develop our moral instincts. They develop our survival instinct beyond ourselves. Survival of our family, society, etc.

If you look at these kids who join gangs. They have learned that their lifestyle is how to survive. If they had what most people consider a "conscience," then there would be no gang wars.

To use it as an alert! Some just have it as part of their system but do not activate it and the result is the world we live in !!!
