I am pretty sure that there are no rules for minimum numbers of circuits if you mean sockets. It does not matter how many socket outlets you fit but they must be connected as a ring circuit. You can have as many sockets on the ring main but the total power drawn from all sockets must not exceed the trip value of you CB or fuse. Normally it is not recommended to be able to touch your taps and electric sockets and switches at the same time.

Depends on where but some do. Also may require 20 percent extra space in the electrical panel. See which building Code governs the city that applies. There is also an international building code that has been adopted by many cities both in the U.S. and Europe.

Not that I ever encountered . . . code just regulates the size of the conductor (wire) and new circuits must be grounded with GFCIs on outlets near sinks.
Number of outlets and distances would be a customer preference, codes regulate safety issues, not preferences. (unless maybe you are in some high rent location ?)

hey there you didn't say if you were building or remodeling..either way make sure you check with the city that you live in and the state regulations I'm almost sure you will get the answers that you need and if you hire a contractor make sure that they are licensed by the state..good luck
