You can get the tea bags at Starbucks or at a grocer like Safeway. Warm up the milk either in a microwave or on the stove. Pour most into a mug and steep the tea. The remainder you can whip with a blender or whatever you have handy and add to your tea when it is ready.

I have not had Starbucks' version, but General Mills International Coffees (instant flavored mix, at the grocery store) makes a delicious Chai Latte' flavor. I love it.

I am too cheap to pay Starbucks; but this does taste just like a chai tea I got in a Vietnemese cafe:
Chai mix
1) 14 oz can of sweetened condensed milk(Like Eagle brand but I never pay more that $1
2) 1/4 teaspoon each: allspice/cinnamon/cloves and nutmeg
3) 1/2 teaspoon cardamon(this is expensive but nothing else will do--keep it in the freezer it lasts forever)
4) 1/8(pinch) pepper(I use more)
Place in jar and stir before each use. The recipe calls for a teaspoon but hey no one is looking...
Use in coffee or tea or on bread pudding or coffee ice cream or?????

Starbucks sells their Chai tea... its Tazo brand. Just Mix it with milk and voila!
There are directions on the back of the mix too.
