The person who interpreted it?
A metaphore is stated from the person it has meaning to.
Most of them are misinterpreted.

I would think it would depend on the metaphor. If the metaphor is unclear or not properly explained, then that would be the author's fault. If it is clearly portrayed, but deliberately misinterpreted by the reader, then that is the reader's fault.

The metaphor cannot be ascribed with either guilt or innocence. It is a non-living literary article.

Depends on the circumstances. Typically it is the reader's fault, but it could very well be the result of poor writing. This would be possible when a metaphor is presented in a place where the surrounding text is all straightforward in nature. For example, if I were reading a science textbook about birds flying and all of a sudden the author had thrown in a metaphor about birds being unaffected by gravity, I'd be confused--ESPECIALLY if I didn't know much about science.

It depends

If the author intended multiple meanings to sort of zing the reader in whatever way, then its the authors fault.

Usually its the reader who reads in extra meanings.
