she is 13 and 4 ft 9in and is 130lbs and her body mass index is 28.1

at 13 she is still growing. she just needs to cut out all the junk food teens usually eat and replace it with plently of healthy food like fruits and veggies. and start playing a sport!

At 13 do not try to lose weight.

It's quite possible she's gaining weight right now because she's about to hit a growth spurt; and trying to lose that weight would just stunt her growth.

That said, if there are obvious issues with her eating/exercise habits; then she needs to do what she can to change those. If she's always eating fast foods, sweets, or processed foods; she should make a gradual switch to more fresh produce. If she sits around all day, she should get up and move.

13 is a time to make lifestyle choices; not follow any sort of fad diet.

eat better food more veggies and more fruites and lessen what she eats i mean if she has two plates full of food then do not get the second plate. and PLAY out side after she eats like go running walking things like that. SHe does still need to eat breafast lunch and dinner mayby if she eats oatmeal for breafast and have one package that is good salad or low fat cheese if she eats a sandwich and gets Sara Lees bread that has only 45 cals that is helpfull she just needs to watch what kinds of foods she eats and how much like no pizzas no fried foods things like that.
LOOSING WEIGHT FAST IS NOT GOOD she needs to do it slow if she looses it fast then she will have more flab then what she wants she needs to loose it slow so her body can adapt to the weight loss.1/2 to a 1 pound a week is good.
also she can go to WWW.KRAFTFOODS.COM and go to the free meal planner and when she signs up for FREE they can tell her how much calories and food ideas she can have and it goes by her age and her body frame and that is a good idea for her. SHe only can loose weight if she wants too.

Nothing happens FAST. Even at 13, you must eat healthy, exercise, and get plenty of sleep. At 13, you are still growing.

My best advice to her is to drink 12 cups of COLD water a day, it will help her lose about 120 calories, with the sport, or dancing routine, whatever she is taking, and it will help. But if she starts having a sore throat, then she should stop. I hope I helped, tell me how it goes :)
