I wouldn't say the pet was "free", because there are costs involved. On the other hand, I wouldn't say the dog was "sold" because the shelter is not collecting the fee to make a profit - just to cover the expenses of the pet.

First, no question is dumb if you really don't know the answer. 'k
I can't answer for shelters in your area. However, all the shelters where I live do charge an adoption fee. But, for that fee, you get an animal that is (I'll speak about cats 'cause that's my area of expertise) is healthy, who has current vacinations, is micro chipped** and spayed or neutered.
In my experience, the cost of the adoption is cheaper than if you had a free kitty and had a vet do all the above.
Call your local shelters (they're listed in the yellow pages of your phone book under "Animal Shelter) and ask about the cost.
The animal shelter and rescue organizations are almost always a non-profit group. The money you pay for adopting an animal helps with their costs for rescue, vet care, and shelter expenses.
**(the micro chip is a tiny chip put under the fur in the shoulder blade area. Just like the supermarket, your pet can be scanned in case he's been lost and found. The chip contains info that will reunite you with your pet.)

No, the animal is not free and there is a MULTITUDE of costs associated with keeping a dog of any size happy & healthy.
You will be responsible for spay/neutering the animal (sometimes included in the cost of the dog from the shelter), vaccinations, licensing, pet meds, food, crate, toys.
Please be sure you're able to financially care for an animal before adopting.
I'm really glad you're considering adopting instead of buying. So many animals need a good home!

No, shelters charge you a minimal fee for a dog or cat. This covers the neutering/spaying that they do automatically and all the shots. Normally around $75, which is a bargain.
Extra note: I volunteer at a animal shelter, so believe me when I say they are the best kind to get, they are so thankful and loyal because you saved them. I have 2 dogs from shelters and they are so wonderful and loyal because they know what they left behind. And they are Full bred Rhodesian Ridgebacks. A lot of shelters have full bred dogs.

No, it's not free. It's normally called a donation or an adoption fee, but that's how the shelters pay for all the upkeep and the animals they take care of. They normally run non-profit, so they need donations and adoption fees to stay in business.
Depending on where you live adoption fees can run $40- $100 depending on the animal. AND it will be spayed or nuetered before you are allowed to take it home.

Not really a dumb question. No dog is free. They all require food, medical attention, and time. It's the same as becoming a mother or father. You take on that life and have to support and LOVE it. But I think you meant do you pay the shelter. And yes, different shelter have different adoption fees to offset the cost of housing and rehabilitating the dog. It's around $80 I believe.

They usually make you pay a small fee. It is not that much usually, but then you have to buy everything else that involves owning a pet. Food, bed, collar, bowls, etc. You will also have to go to the vet and get tags, shots, and a checkup. So if you are looking for a free dog, I don't think that you will ever find one!!! LOL!! But if you want a dog, definitely adopt from a shelter!! The dogs are usually sweet, as long as you talk to the staff about their temperament!!

If you get one form petfinder.com, or many local shelters, they are even better then free!!
For a minimal adoption fee, you can get a dog that is spayed/neutered, wormed, vet checked, current on shots, and many , if not most are already potty trained!! What a savings! You save the cost of all the vet care that a stray needs, your carpeting and sanity, and the expense, and trouble of spay/neuter.
I think that they are cheaper than free!
Just put in your own zip code, and your preferred size, and you are sure to find the perfect companion in your area> http://search.petfinder.com/search/search.cgi?action=1&pet.Animal=Dog&pet.Breed=&pet.Age=Young&pet.Size=S&pet.Sex=&location=62234&preview=1&scope=0&x=14&y=11

Well, free in like you sign a paper and they give it to you? No. You pay for the treatment of the animal at a very reduced rate. Like to get it fixed or if it had some surgery. I think getting animals from shelters is awesome! Good luck to you! I hope you find a wonderful friend!
