Description does not say much, but you can get cheaper version if you already have an existing OS. The cheapest option to upgrade from XP to VISTA is in $99 for Home basic and it is $199 for Ultimate.

While if You buy a new copy of VISTA, Home basic costs $199 & Ultimate costs $399.

Vista will be available on Jan 30 next year, so you very well wait till that time by installing VISTA RC1 from Microsoft site and then upgrade to VISTA RTM.
