If you don't pay attention to the news and are not a resident of Arizona, I could see why you would ask that question.
Sheriff Joe Arpaio (Maricopa county sheriff) has always been the peoples advocate with respect to the county jail. When first elected, Phoenix AZ needed a new jail but were not willing to give the sheriff enough money. To make it simple, the sheriff bought huge canvass tents. That was about 8 -10 years ago. The inmates are still housed in the tents. Further, he doesn't allow the inmates to have playboy magazines and no more coffee.
Regarding the subject of teaching inmates to speak English is simple. The keepers of the key (jail guards) need to be able to communicate with the inmates. The flip side would be.... Teach the inmates to speak Spanish.
Either way would have been a controversy but, it can't be all that bad leaning to speak the common language of the land especially when you live in it.

Joe Arprio is a very strong sheriff,he runs his jails and he does speak Spanish,hes making them take classes in
English.for their own advantage.Most if not all the inmates are delighted to learn English.He also has men and women's separate chain gangs that pick up trash along the freeways.He has created tent city's to handle the over flow of criminals so they wouldn't be released into the public for over crowding.Hes NOT stupid by any means and is well respected in Arizona,not liked by all but respected.

America claims to be a land of diversity yet we can't even speak other languages that is stupid if you ask me and if there should be an official language for America it should be that on the Native Americans who were here first before the white man stole their land and forced them to live on their little reservations. Where else but in America can you find a white man driving a Japanese car going to buy food at the Mexican restaurant and a soda at the Arabian owned store and then pulled over for speeding by a African American cop. Only in America the Peoples country.

Last time I checked maricopa county was a bit north of me in America.
The offical language of America is English.....

He doesn't believe that the tax payers should pay for an interpreter, and he is Right. That is just one of the little things he does to criminals. By the time they get to His world they have very little of the way of Rights.
