onths and again 1 1/2 months later ,is this normal.

Yes this is normal.
If the two females live together, when one will come into season it will acutally bring the other into season also.

bitches will come into season at different times my deerhound 's first season was at 17 months since then every eight months. my border collies around nine months then every six months.
However when bitches live together and one comes in season it is often the norm for the others to follow suit. this is probably what happened with your first papillon and you should find they settle into a rythem. however if she persists in every three months see the vet and if you dont want to breed consider spaying, it certainly prevents problems later and evens out those mood swings a lot of females are prone to.

It depends on the lines of the dogs. Different lines come into season at different times.

If you aren't planning to breed, it's probably a good idea to spay the dogs so you don't have to worry about it anymore.

dogs should come into season every 6months some are later or earlia though.small breeds do mature earlia but i would take your paps to the vets to be on the safe side.

Sometimes...
Split heats can happen.
Pyometra (a uterine infection) is also a suspect.
Have a check up with the vet.

This does happen sometimes, specially with young dogs. It takes them awhile before their heat cycles get regulated. It just means watching them more closely.
