in face clocks (not digital) there are gears and such inside the clock. The clock works by swinging a pendulum inside. This pendulum swings at 1 rps (revolution per sec) or 60 rpm (revolutions per minute). The tick is the sound the pendulum makes at each max point in its arc swing.
Most old clocks needed to be reset and rewound to keep accurate time - now a battery powers the clock and keeps the pendulum moving - it like it constantly wind.
The battery (power) reacts with a small quartz crystal on the pendulum, this keeps the pendulum moving.

well the tiny gears that are inside as they turn make a clicking sound as they are moving to the next gear a tiny clip goes in and out of each gear and makes a "ticking" Noise as it passes in and out of the gear... back and forth
