I need to know how to tell someone in Spanish that their permit has been denied. They know no English and I know no Spanish.

you can say
Use tu if is a young person, someone you know and you have confidence with, it's an informal way

Tu permiso ha sido negado.

Tu permiso ha sido denegado.

Use Su instead of tu when you don't know the person, if it's older it's to show more respect.

Su permiso....

If that person has lost his permit you must say 'Tu permiso ha sido denegado' or 'Te han denegado el permiso'

If that person never has have that permit you may say 'Acceso restringido, no tienes permiso para pasar'.

Maybe it should be "negado" the past participle rather than the infinitive negar.
They might use the word "rechazado" refused or rejected. Can't help but wonder why you need to know
