Usually it means to spend leisure time with someone. If I was going to "hang out" at Joe's place, it means that I will go visit Joe and probably watch TV or play video games.
If I "hang out" at the bar, it means that I am going to spend time at this place doing nothing in particular, just talking and drinking beer.
