Yes, in fact, must brands made in Mexico are actually based in USA, like Emerson, RCA Victor, General Electric, among others. And being that USA is the first importer of Mexican products, then again, Yes, all controled products, made in Mexico, have a second language, and sometimes, the second language comes first, and that's english. Just look to a bottle of Corona Beer, it has all the information in English.
And don't start giving me tumbs down just because this is not the type of answer you want to hear. Get your facts straight.

It depends on the kind of products, for example electrical appliances have instructions in English and Spanish, sometimes in more than those two languages, like portuguese or french.
Many of the products are made to export, so they most have the directions or ingredients in English too.

The more expensive electronics & appliances certainly have 2nd language instructions. but the reason is not that they care about us in the U>S - Reason is that most items made in mexico are meant for export anyway, so they provide translations just for business popularity.
but the smaller items - minor household stuff - usually in Spanish only. Depends which company & which product.

Most of the products that are for sale in Mexico and they are made to be exported they do have instructions in English but also depends on what products you are talking about
