Ticks are generally black or brown and turn a milky tan/red color when they're engorged. I would hold the cat securely and look again with a flashlight - the cat will hate it and you for about an hour afterwards. If you can see legs on it then pull it out with a pair of tweezers or your fingers. Put a little hydrogen peroxide on the spot and dispose of the tick in the toilet and then wash your hands thoroughly. If it's not a tick, it could be a little growth like a mole or something - I'd probably watch it for a couple of days and take the cat to the vet's if it looks weird.

It may well be an engorged tick. Can you move it? (the bump I mean)? Is it squishy? (I know that's gross). I don't know the proper process of removing ticks, my husband and I usually just pull them off. I know you are not supposed to burn them off as some people may suggest, this will cause the tick to force any diseases it may be carrying (lime disease, etc.) into the victim.
If you are not using any sort of flea/tick prevention, you need to.
I just had a kitty die from a disease that was transferred by a tick and she did not go easily, it was horrible.

Its not good enough just to pull it off with your fingers! the main part of the tick will stay attached to the cat, and grow back a 'blood sac' and in a week or so it will be huge again. you need special tick tweezers. you set them around the base of the tick, and then twist and twist, till it lets go, then you can torture the little tick.. flushing it or stomping on it or whatever.

It might be a skin tumor or cyst, or just a tick. I'd spray it with a flea & tick spray for cats (or if it's near his face, soak a cotton ball and drip some on) and see if it hasn't fallen off in a day - if it hasn't it's probably a growth.

could be a tick, pull it off and stomp it on the cement, black blood will ooze out. if it does not pull off it may be a wart or a tumor.

Sounds more like a skin tag. have the vet check it out to be sure it's not serious.
