So, that's all it means. Getting in touch with God. Like, you may have a friend out of state and think about him or her a whole bunch but never write or never call. Conscious contact is writing or calling.
It means connecting up with God. Spending time with him.
Over time, you will develop a relationship with God--if you engage in a daily practice of prayer and meditation. That is, you will come to know God.

Step 11 is to seek to improve our conscious contact, the Big Book says at step 11 we have just made conscious contact. We get to the point of making contact by working steps 1-10 during which we become aware God is working in our lives.
