They deny they have quotas, but they have a little gimmick called citizen contact points. The more points you get the better cop you are (and the more tickets you write and revenue you generate incidentally).
Never talk to a cop, use the statement "If you choose to cite me or arrest me I will cooperate, otherwise I will now answer no more qustions" (AFTER you have provided I.D. registration etc.)
It is your right, and they know it.

A. Most major police departments do not have quotas. The number of citations issued by an officer may factor into his overall job performance on an annual basis and may factor into a decision made to trasfer into a specialized unit.
B. Traffic enforcement is a necessary and important part of law enforcement. More people die each year in traffic accidents than by homicide not to mention is the leading cause of serious injuries.
C. No criminals are not smart enough to drive carefully and many routine traffic stops end up apprehending criminals. Timothy McVeigh was apprehended during a routine traffic stop driving a car with an expired tag.
D. Beating a person who doesn't cooperate during questioning is not condoned by any police department. If somone told you that they were just trying to scare you.

There is only one way they get away with it: If you are Speeding or Any Other Traffic Violation you are breaking the Law and can be Fined.
They are just trying to do their job. You can not stop everyone and many times the cops try to stop the worst violations. But in doing this, they do not make enough stops. The heads of the department come down on them as it appears they are not doing their jobs. Then they are given a quota to make. Nothing wrong with that as they are doing their job and stopping and ticketing vor violations.
And believe me when I say they will not make them up. They cant. If you go to court they must prove the violation. It is not just his word against yours. For speeding he has a tape on you from the radar that tells him exactly how fast you were going. Cops have had to get high technology so that they can win the cases that do go to court.
The cop does not want to waste his time in court (they hate going to court) for something that can not be proven or meaningless. That is why sometimes they offer a warning only.
If you are driving a car or any other vehicle, you are bound to the law. If you break the law expect to get a ticket. If no cop is around and you get away with it this time, count yourself as lucky and try not to do it again. Hense, you wont get a ticket.

i have a couple friends and relatives in law enforsment. this is something that is brought up all the time. they say that although that use to be true they no longer have quotas.
however, they are assigned locations where they sit with those radar guns pointing out the window and if someone is clocked 10 miles over the speed limit (on the hwy) they better have given them a ticket. in our state we also have cameras that take a pic of your plate if u are speeding and they send u a ticket, the same for cruising. this is supose to free up cops for more important things then sitting in a cruiser for hours waiting for a speeder.
we have a son who recently got his drivers licences and we installed a smart chip in the car ($150) he was pulled over by the police a couple blocks from school. there is alot of problems in our area with the cops picking on the kids, although many deserve the tickets, some don't. we adviced our son that if he is pulled over he is to turn on the recorder on his phone. he followed our instructions beautifully. When he told the officer that he did not believe he was speeding the officer told him to shut the F up.my son said he would like to see the radar (his right) the officer said he didn't have to show his punk *** anything and the next time he opened his mouth he'd close it permently. my son accepted the ticket gracefully and told the cop to have a nice day. when he got home his dad pulled the chip and guess what he was not speeding. We called the officers superior who at first was nice and told us he would check into it. the next day he called us back and told us our kid was so mouthy to the officer that he was lucky he was not arrested.I told him about the chip. then he asked us to come in. (he still did not know about the recording) the chip is legal and accepted as proof that he was not speeding however only a judge can dismiss the ticket. We went to court and ofcourse it was dismissed and the officer is on suspension. somehow this made the paper. now lots of people bought the chip and a recorder. the officers know better now.the phone recorders aren't all that great so i suggest having a little recorder in your car. u usually know in advance if your about to be pulled over so u can turn it on and in the event that the officer asked u to get out of the car u are ready. they can't take the recorder from u, but i would still not flaunt it.

Cops do have a quota. They get prizes for writing the most tickets. My brother is a cop in Alabama and his Cheif gives the Officer with the most tickets each month 2 free vacation days. At the end of the year they have a banquet and award prizes for the most tickets and most arrests and such. My Brother won a new baton because he had the best chase video. They also give bonuses for the most felony arrests. I do know that they like to beat people that try and fight them so a guy like you should stay away from them.

No police agency with openly admit they have quotas, but they get away with it when they are "looking out for the public", and are conducting "traffic enforcement". It is sad, but yes they do have quotas, and believe me I know.

I was pulled over one time for speeding. I was only going 5MPH over the speed limit, in Florida they supposed to "give" 5MPH or less over the speed limit before they can give you a ticket. The police officer was nasty, so I was nasty back at him. He tried to pull that "I can arrest you." mess, but I told him that I would have his job so f*cking fast (I have some connections at the PD), if he thinks her can arrest me for speeding. He walked away and came back with my ticket and told me to have a nice day. I told him the "F*ck off".
Not all police officers are bad but some police officers use that badge for justify them being an a**hole. I think bad cops were bullied as kids.
