my 19 year old friend gets red bumps on her legs, a lot of them and really tiny ones from her feet to her legs

and they itch. She's been hospitalized for this in the most prestigious hospital here in the Philippines but was not prescribed anything or given anything for it. They say it's petechial hemorrhaging... what can she do about this? Any medication? Any tests? Any cures? She is really sad about this and doesn't want to stop school because of this. She is a nice girl so I want to help her research about this. Please give us honest answers. Thank you.

I don't really know a cure I just wanted to say that I will pray for her and hope her the best in finding a solution.
