I too am not sure what you're asking.

Q. "Do you think the Japanese people dress fashionably?"
A. Many of the younger ones do, yes. They're pretty much the same as people in any other country, some people wear 'fashionable' clothes - and sometimes get snickered at by the older or younger people around them..!! Look at the Goths wherever YOU live, they have their own style of FASHION, so therefore they are FASHIONABLE. But that doesn't mean that the whole country accepts that style as 'fashionable' - still less the whole WORLD..!

(I was going up the escalator in a local Daiso last Thursday, and there were two teenaged boys in front of me. It's just as well their shirts are so LONG, because one of them HAD to pull up his school trousers as the waistband was - literally - below his buttocks..! Thank god for long shirts...!!)

The alternative question;
Q. "Do you think Japanese people are in fashion (i.e. popular)?"
A. In some ways, yes! As long as anime and manga are popular, there will always be an interest in the Japanese people - of course, REAL people don't resemble anime / manga characters very much ... but never mind! It's not just the anime / manga either - Japan is perceived as being very 'Oriental' and 'foreign' ... perhaps more than is actually true...! and it's always 'fashionable' to be 'foreign'...

Are the Japanese the fashion? Yes, I think they have been in fashion for years now. Are they themselves a part of the fashion that they are in the west, yes. I beleive that they have brought themselves to this position. I site the popularity of their manga and sushi resturants. Look at the number of words comming into English from Japanese. We admire them.
Finally are the Japanese fashionable? They are not current it seems to me but always a bit out of step with the current trends. I do think that they are comming abreast of western fashions soon and that we may look to them for fashion in the future.

You can't just say who's fashionable and who's not, because of the nationality. It's more to do with individuals, isn't it? Besides, how do you know the person you are thinking Japanese is really Japanese without getting to know the person? You can't just assume the peroson's Japanese, because you think so.
But anyway, when I was in Japan, I did see many fashionable people as well as really awfully dressed people. So yeah, it is down to the individuals. And what you find 'fashinable' as well.

I love Japanese fashion and anyone that knows anything about fashion knows they are very AHEAD of American fashion. So many new fashions that are here in America we get from the Japanese.

They follow fashion trends conscientiously, and as long as they happy doing it, and it keeps them out of trouble, who cares what the rest of the world thinks?
I've lived in Japan for over 20 years now and seen fashions come and go; but I am a believer in the old school: just wear what you want and what makes you happy.

I think they take the fashion too literally. What ever they see on the catwalk or in the editorials they just put on and that is not suitable for every day life it is meant to be inspiration only. Especially when these items put together do not suit their usually petite frames.
So I think they are not doing fashion right.

Some of their fashions are nice but others makes you wonder if a monkey created them.
