Whatever you do, try to do concentrated practice regularly, even if it's just ten to fifteen minutes per day. Really try to listen to the sound you are making. The worst thing to do is to spend hours playing without thought, because all you do then is become very proficient at bad habits.
Regular concentrated practice will achieve better results more quickly than just fumbling around, but it is difficult to comment on exactly how long it would take to become 'competent'. For a start, what is the definition of competency, will you be learning by yourself, how much practice are you willing to do and so forth? The best thing to do is find an inspiring teacher who will encourage you and spur you on.

Competent is a little bit of a subjective term I think. To become a competent guitar player (play most scales, read music, know different ways of playing chords) took me about 2 hours a day for four years. Playing piano would probably be the same.

It honestly depends on your level of commitment to becoming proficient. If you get a good teacher and practice an hour a day, there is no reason that you can't be proficient within three to four years. I have seen a number of people learn to play an instrument well in this amount of time.
But again, it's all about your commitment level.

well i have bin playing for six years and the hardest song i can play is Clair De Lune, if you don't know what song it is do a search on yahoo or google and you get a recording some where oh and i'm 14 lol 3/4. hope that helped

to me there isnt exactally a how long because f u take piano lessons almost everyday and u love it and practice it hrs and hrs everyday then you will be really good at it in just a few years but if u dont practice then it might take many many years. so it depends on how much u practice anc if u like it
