It means if I am being arrested and I just sit there or stand there refusing to budge. That is, "Resisting Arrest" without violence.., just so long as I don't throw a punch or kick, etc.

Also running away would count as resisting without violence. Basically, any act in which you try and not be arrested without physically attacking anyone.

Resisting officer without violence - my example
Police; turn around
Me: Why? I’ve done nothing wrong.
Police: You just resisted an officer without violence
Me: Why! What did I do?
Police: you didn’t turn around when I asked you too.
Me: What about the Constitution?
Police: Laughter! Now we are adding destruction of evidence!
Me: What evidence!
Police: More Laughter! The evidence I seen you destroy.

I now have a criminal record that will be with me the rest of my life.
God Bless America home of the fake freedoms.

This means that you submitted to the arrest with some resistance, but did not resist by attempting to assault the officer.
