Don't call from Qatar to Ireland, call the other way as it is down hill, thus cheaper

If you have a pc and the other person does too, then try skype. It's free pc to pc and it has been very good quality from Saudi to UK in my experience. If only you have a pc then you can also still use skype by buying 'skpe out' credit which enables you to call landlines and mobile phones. It's free to download.
As an after thought, you need a good connection, dsl or better.
