The answer depends on whether or not you are talking about the body's response or the conscious mind's. The reason that some women may feel especially aroused after their periods are over is because they know (subconsciously or not) that they have a very low risk of getting pregnant. It may also have to do with the fact that they have just been through an entire week without sex being an option (for most people). This means a lot of sexual interest and attention from their significant other who has been waiting for the bakery to open again. ; )

The body, however, is at its lowest levels of hormones right after menstuation for the same reason; there is very little chance of conceiving. The hormonal levels peak at around the same time that ovulation occurs (around the 12th to 14th day of their 28 day cycle). During the days of ovulation, the female girly stuff will be transparent and slippery, looking a little like egg white. Her temperature will also increase around this time. So, thanks to evolution, a woman is usually horniest and the easiest to have sex (technically) with when she has the best chance of getting pregnant. Makes sense, but it's a downer if you don't want kids. = )
