Open the .jpg in MS Paint. It is located in the Accessories under Programs. When you have it opened just "save as...". At the bottom of the saved box select the .gif extention. When the box closes it will be saved.
You will not be happy with the .gif fomat. It is more bulky and the file will acually take up more room than .jpg.

If your concern is size; let me tell you GIF may not do the job. GIF supports a 256 colour palette which might spoil the image.
Anyways; in photoshop open the JPGs and go to file menu choose save for web and select a file format (jpg/png/gif) and play with the settings till you find a better solution to your problem.
Photoshop will give you a preview as wel as the expected file size in the new format.

At the time you are ready to save the scanned image the program will give you the option in which format you want to save the data. The option 'save as' is in the same area where you select the name and location for the file. Click on the arrow and select jpg or other formats suitable for your needs. Generally this should eliminate an additional step of using a third party software to convert the file.

Photos don't do well as GIFs usually, so I'd suggest a more compact compressed version of the JPEG, but either way, you can decide by opening your original file and going to File > Save for Web. Then choose the format and color/compression options - even dimensions/size and it will tell you the file size of the new file (what it will be).

just right click the jpg phot and go to edit. it will open in paint else open it in PAINT. now save it to the desired format.
