Firstly, you need to configure your bios so that your computer can boot from the CD. Depending on the manufacturer of your computer's BIOS will determine which keys you need to press when you first turn the computer on. Sometimes, it will tell you when you first switch on. i.e. Press F2 for SETUP. The common keys are F2, DEL, F10, CTRL+F2
Once in your BIOS (Setup) you will need to set your first boot device as CD-ROM. Some BIOS's have an additional setting for allowing boot from CD-ROM, but it is not common.
Once you have done this, you should be able to boot from your XP CD.
If you have succesfullly backed up all your data, I would recommend deleting the existing partitions during the installation process and re-creating them. The installation process will guide you through this and it is arelatively straightforward process.
Before copying your data back on, Apply all the windows updates and ensure you install and update your anti-virus software.
Good luck

Insert your Windows XP install CD. Restart your computer. When it's booting you should see something like: "Press any key to boot from CD..."
At that point, press any key on your keyboard. This will start the XP installation process. Go through the prompts and when it gets to a certain place tell it you want to Repartition and then Reformat your Hard Drive before installing.
If your BIOS doesn't try to boot the CD then you need to find your way into your BIOS - sometimes F2 or F9 during startup. Depends on the machine. And you'll be able to see the boot order fairly easy. Just change it so it tries to boot from CD before HD.

As you said you have taken the back up of files.
So you first change the setting in BIOS i.e. set up First boot priority option device --> BOOT FROM CD DRIVE.. Save the setting .. and restart..
Then Put a BOOTABLE CD [98, 2000]. IT will automatically detect it and
Booting process starts itself.. All u have to do is Follow Simple
Instructions In English as it Shows.
Then it will ask for Give Partition to ur Harddisk and you can give partition as you want of Space..
After Partitioning remove CD and Put XP CD and restart the Computer it start installing XP on its own..
And wait for 30 min..
remove CD and then put Motherboard CD in drive and Get install
software you need to work on..
( SO SIMPLE ).
BYE TAKE CARE.

it's usually "delete" or F2 or even F1 at your first start up screen. Go into the one that shows boot sequence and choose A, then CD, then HD. Then go into your CD and delete the partition and re-create the partition and format it. I would recommend buying or downloading Symantec Live State Recovery and you could avoid this hassle.

you may need to change your BIOS settings to allow you to boot from CD-ROM. once you've done that then insert your XP disk and power on the system. during the initial stages XP will report that it detected you old installation and offer you the option to repair or do a fresh install. Select the fresh install.

I can only answer part of your question.
Reloading xp may not remove the problems, its not guaranteed.
To guarantee removing everything you need to shred the hard drive. This program will overwrite it 35 times with a specific pattern of data to remove all traces. And its freeware.

Personally, I like to destroy all data and start from clean Hard Drive when I reinstall windows...thats just me.
But writing over everything twice is my own safe precaution.
Format the C drive, using boot disk and restart with CD in it, and follow onscreen instructions.
To each his own

usually if after u turn it on and press "DEL" or "F11" button u should enter bios or other menu from which u can choose where to boot..
Another way is to enter in MS-Dos and type "format c:" this will format your hdd...and then reinstall tour operating sis as u did when u buy it.
