I know that the very Definition of a biscuit is that it goes soft when it is stale, and a cake goes hard when it is stale, so it is a kind of chicken and egg question!

Cookies (biscuits) have a low moisture content and absorb as they stale. Cakes have more moisture, which evaporates.

its about moisture. biscuits are dry so they absorb moisture from the air and become softer, cakes are moist si they lose their moisture to the air and become hard.
if the Humidity (amount of moisture in air) was low (dry) it would take longer for biscuits to get soft and less time for cakes to go dry.
if the Humidity (amount of moisture in air) was high (wet) it would take longer for cakes to go dry and less time for biscuits to get soft.

depends what's in them doesn't it?
I've had biscuits go soft and hard, and doughnuts go soft and hard etc.
Still, would be interested to know the reason.
